3.1.2 Wringer. The wringer shall be a pull-through type that is closed against the mop by pressure on a foot lever. The wringer assembly shall consist of two or more rollers, one or more stationary and one movable. The movable roller shall be forced against the stationary roller(s) by downward pressure on an external foot actuated lever with enough force to wring water out of a mop being drawn between the rollers without deformation of the wringer assembly or the bucket. The wringer assembly shall have a spring of sufficient force to move the movable roller completely to its at-rest position when released. The rollers shall be natural rubber, synthetic rubber, wood, or a combination, and shall turn smoothly and easily. The wringer shall operate in a manner that can in no way be injurious to the operator. The operation of the wringer shall not cause any portion of the wringer assembly to extend any further beyond the top edge of the bucket than exists when the wringer is in the released position.
3.3 Marking for identification. The manufacturer’s name, trade name or trademark of such known character easily identifiable with the manufacturer shall be applied to the bucket in a permanent manner. The marking shall not be removable.
3.4 Workmanship. The finished outfit shall be clean and smooth and shall not contain any burrs, points, thin spots, tool marks, missing galvanization, or other defects that might impair serviceability, durability, or appearance.
3.5 Regulatory requirements. The offeror/contractor is encouraged to use recovered material in accordance with Public Law 94-580 to the maximum extent practicable.
3.6 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch/pound units, provided they fall within the tolerances specified using conversion tables contained in the latest revision of FED-STD-376, and all other requirements of this commercial item description are met.
3.7 Measurement systems. The values stated in inch-pound units are be regarded as the standard. The metric values stated in parentheses are information purposes only.
4. QUALITY ASSURANCE PROVISIONS
4.1 Responsibility for Inspection: Unless otherwise specified in the contract or purchase order, the supplier’s in responsible for the performance of all the inspection requirements in this CID. Except as otherwise specified, the supplier may use his own facilities or any commercial laboratory acceptable to the Government. The Government reserves the right to perform any of the inspection set forth in the Commercial Item Description, where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements.
